1995 - present Counseled manufacturing facilities in at least ten (10) states on EPA and state stormwater permit discharge requirements. Responded to EPA "Section 308" information requests on individual facilities and in support of rulemaking analyses.
1997 Steel Fabricator, Pennsylvania. Analyzed cause of apparent lead and zinc discharge violations. Lead and zinc limits were imposed because the Permittee incorrectly told the agency it used a process that had been demolished. Referred matter to engineers. Permit was modified to delete lead and zinc limits from permit.
1988 - 1993 Integrated Steel Company, Michigan - Defended multimillion dollar NPDES enforcement action and negotiated favorable settlement. Represented company in state criminal prosecution for unpermitted discharges. Lead attorney in negotiation of WQBEL permit for 550 mgd discharge for steel plant, galvanizing plant and automobile manufacturing facility. Advised on other compliance issues, including upset and bypass events, permit amendments for process changes and "net limit" situations.
1988 - 1993 EAF Steel Mill, Central Pennsylvania - Solved longstanding effluent discharge violations for conventional pollutants and "toxic" metals, negotiated water-quality-based discharge permit, and revised zinc limit under Pennsylvania water toxics program. Obtained NPDES permits for groundwater treatment at on-site landfills.
1990 - 1994 Chemical Manufacturing Plant, Ohio - Defended water act citizen suit by NRDC, OEPA water enforcement actions, negotiated NPDES renewal under WQBEL and OCPSF standards.
1993 Steel Fabricator, Pennsylvania - Negotiated settlement of water discharge violations and permit renewal on metals limits.
Other Clients Permitting of groundwater treatment discharges; pretreatment of discharges from chemical, metal finishing, and metal fabrication plants; defense of water enforcement actions on erosion and sedimentation resulting from construction work; citizen suits.

Representing clients in the Pittsburgh and Western Pennsylvania area, including communities of Fox Chapel, Sewickley, Mt. Lebanon, Wexford, Oakmont, Bridgeville, Monroeville, and Crafton, and throughout Allegheny, Westmoreland, Washington, Beaver, and Butler counties.
